Scare the pant off 'em
I haven't read any disciplinary ideas for university students so here goes: In my classes I have a problem with cell phones going off, students doing text messaging and, of course, L1 speaking. On the first day of class I simply explain that when a cell phone goes off, etc. I make a mental note of the culprit and I give them a ZERO for a homework grade. No exceptions. Believe me, it works like a charm.
