Yes. It might satisfy visa regulations (assuming that it was an English medium degree, you are an English native speaker, have a passport from an English speaking country, did the rest of your school there, etc).

Competition against people who have degrees from English speaking countries, however, would likely regulate you to those jobs that nobody else wants, though.

Different countries have different regulations. You should investigate specific countries.
