Yes, a Master's degree usually is rather bigger than a Certificate; but the naming of and wording in the link for this course suggests that it is a stand-alone certificate that can be used for credit towards a larger qualification. Therefore, being unfamiliar with the US university system, just saying it is '18 credit hours' really tells me nothing abut how much work is actually involved. That's why I asked.
You seem to be saying that 1 credit hour is about 15-16 classroom hours? so there'd be extra reading/assignment/practicum time on top?
Which would make the whole TENL, yes, bigger than a CELTA or CertTESOL from SIT, etc., and more like a couple of units/modules/papers in the university system I'm used to (Australia/NZ/UK).

Indiana University–Purdue University is an established, public research university that also includes a school of medicine. I suspect they chose to call the cert program 'TENL' for branding/marketing purposes.

For example, the following is the coursework for the graduate-level TENL standalone cert:

• Introduction to the English Language (3 cr hrs)
• Methods and Materials for TESOL I (3 cr hrs)
• Methods and Materials for TESOL II (3 cr hrs)
• Second Language Acquisition (3 cr hrs)
• Language and Society (3 cr hrs)
• TESOL Practicum (3 cr hrs)

Homework is not factored into the credit hours. A semester is 15 weeks -- each course runs for a full semester. The TENL cert can be completed in about a year if two courses are taken at the same time. (The standalone graduate TEFL cert at my university also includes a 3-credit ESOL practicum, while the program itself entails 7 courses for 21 total credits.) BTW, many US university TESOL programs include a practicum.
