To have the best chance of working in Canada you would do better to go with a program from a university (UofT Woodsworth's program, York U has one, there may be others) or a provincially funded college (Humber etc).

These are the courses that will get you into an MA in Applied Linguistics / TESOL or an M.Ed in SLA (second Language Acquisition). Double check that the universities will accept an Ontario college certificate. Often, people do the masters degree at the same university that they do the year-long certificate at.

If you are thinking of leaving the Toronto area to do this, you might want to look into Carleton University (or Algonquin College) in Ottawa. Brock University is another university outside of Toronto with programs in this area. Use the TESL Ontario list and look through the university and provincially funded colleges.

But then, it depends really on what you want to do. I've known people who work at language schools in Toronto with a private college certificate or CELTA or something like that.
