Hi Jeff,

Sorry, you're wrong about ICELT. It's taken by native and non-native speaker teachers of English - though admittedly most are not native speakers. It's in-service, the level is approx. level 6 on the UK NQF, so this is between CELTA and Delta. Teachers who take it can be teaching adults at university, secondary school and primary school learners, adults in the private sector, etc. The whole point of the award is that it takes into account the teachers' context. It's flexible, demanding, practical, requires a lot of reading, tests/assesses all professional skills required in ELT, and is in my view, by far the best teaching award Cambridge has in its bag. The biggest problem is that most people don't know that much about it.
