There are advantages and disadvantages in either decision you eventually choose.

To go abroad to a country of your choice to do your certificate has the advantage of providing you with in country culture advantage and a prospective employer hiring someone with a familiar certificate.

Of course the major disadvantage is the financial cost of moving to a foreign country and having to sustain living costs without employment. Those costs should not be underestimated.

The advantage of obtaining a certificate in your home country is low cost with the presumption you are living at home.

The disadvantage is if you have your heart set on a foreign EFL teaching position, you have to do substantial work in finding a foreign employer who is willing to hire you with the second language certificate obtained which may not be recognizable by the foreign employer.

The best option is to obtain a certificate that is globally recognized so that it is easily identifiable by potential second language employers in either your home country or abroad.
