I will provide you with my perspective to your query.

Every Education Program at a university which offers a Bachelor of Education to prospective teachers must follow a very rigid syllabus. This is so to comply with government (Provincial/State/Federal)so that all graduates have mastered the syllabus and are granted the same official and legal B.Ed. degree allowing the newly minted teacher to teach within the government system. In this scenario, the potential teacher has no input to the given Education Degree curriculum.

When the teacher begins to teach, s/he can stray from the learned school curriculum to some degree but ensuring to be within the approved Education guidelines.

All classrooms are "learner centered" but must adhere within the guidelines of the government Education Ministry. I am sure CELTA, a huge certificate granting world wide conglomerate, tries to practice similar procedures.

You are right in saying "teaching is a humanity" and you will have the chance to practice the notion that you are human and not a teaching robot when you plan, develop and deliver your very own ESL/EFL lesson plans after graduating with a CELTA.
