Is there a comprehensive website that lists accredited programs? That would help me immensely trying to narrow down which program to choose.

It's looking more and more like online programs aren't worth the time, and local MA/cert programs require too much time. Does this mean I should look into obtaining my certification abroad? I'm really not keen on blowing like $10k just to get a quick teaching certificate

No, there's no such list because the type of accreditation you're asking about doesn't exist. Course providers like to mention 'accreditation' on their website mainly because it attracts customers (wannabe teachers) to their business and away from competitors. Another tactic is to hold the TEFL cert classes in a rented space at a university to give the impression the course is affiliated with the university. Then there are those course providers that use the word 'graduate' when referring to completion of their course. Anyway...

As I stated on your other thread, go for CELTA, SIT TESOL, or Trinity CertTESOL, which are standardized (i.e., same content regardless of where the course is taken) and easily accepted by employers worldwide. (You won't blow anything near $10,000 on these courses.) There are some vanilla TEFL cert courses which might suffice as well---look for those that entail at least 120 hours of in-class instruction and include supervised teaching practice with real students.

Whichever TEFL cert program you choose---one of the three big brands or vanilla---you'll need to determine if it's better to take the course on home soil or abroad in your country of interest. That involves factoring in your budget, facilities offered by the course provider, location, time frames/dates, etc.
