eslcafe and tefl. com have adverts for Taiwan, and eslcafe has a Taiwan-specific forum; they would give you good ideas of qualifications, etc.

Usually, no NEED for anything beyond 'a degree, and an English-speaking passport', but any form of teacher training will make you more competent and get you better jobs and salaries, etc.

TEFL, etc is different from other types of teaching, so some find it useful to take a course to spark ideas. What course? Well that's what half the posts on this forum are about; check them out.
