That's very likely a "no" for Americans. You'll find that job ads target teachers who are citizens of English-speaking Commonwealth countries (e.g., Australia, Canada, South Africa, Ireland, New Zealand, and the UK). Of course, you could certainly ask about this requirement over on the Cafe's General Asia job discussion forum (forums.eslcafe.com/job/index.php).
