First of all, if you are 'only' a Canadian citizen (meaning that you don't have an additional passport from an EU member country) you cannot legally work in Portugal anyway. Ditto most other Western European countries.
Non-EU citizens can legally work in Germany (big hassles, though) and Central/Eastern Europe.
For this region, one needs a CELTA or equivalent. Online is not adequate here because they lack supervised teaching practice with real students. It's one option to get the cert in the country where one wants to start teaching, particularly as schools in this region almost never hire anyone sight-unseen from abroad. Also consider start-up costs and timing. The peak hiring period for the region is roughly September, and contracts generally run Sept/Oct through June. Very little work around July/August. You'd need to calculate travel expenses and enough cash to support yourself for the first few months.
