I've been around the Czech Rep for over 15 years now and this sounds shady. They only offer a 'job guarantee' for EU citizens or people who already have a work visa for the CR, so forget that.

Because the normal way for non-EU citizens to get legal working papers in the CR is to go through the process to get a business license ('zivnotensky list') I do not see how a trip to Germany would be of any value whatsoever.

In the past (prior to the Schengen zone) a trip across the German border would officially re-start a non-EU citizen's 90 day tourist visa for the CR. The Schengen zone implementation closed this loophole several years back. Google if you're not familiar.

It also seems a bit strange to me that I have never heard of this school, and a cursory scan through their website does not give an address.

I'd be VERY wary of this.

There are a number of reputable courses in Prague. Non-EU citizens CAN get legal working status, though it's a hassle. However, be aware that there is a hiring season (very end August through September and a small second bump in January) and trying to get a job outside of that as a non-EU citizen is tough these days. Given lots of competition for positions from EU citizens, as a US citizen, it's best to time your course in the peak periods (August) and then to job-hunt very seriously in the peak period. Any other approach is very prone to disappointment.
