ITTO's reputation is head and shoulders above TEFL International. TI courses are a hit or miss venture--many employers do not take their cert seriously. However, in this particular case I think TI is selling spots in the Dunham Institute course, which is a well-respected program accepted by schools throughout Mexico. If you have looked only at the TI site, take a look at the Dunham Institute website as well; you'll get a better feel for their course. And do talk directly to Joanna at the Dunham Institute; she will be better able to answer questions than anyone at TI. Also compare the prices. You may well pay more to go through TI than if you were to just enroll directly.

Also, Guadalajara and Chiapa de Corzo are VERY different places. One is the second largest city in Mexico, the other a small isolated town. One of these settings may be a much better fit for you than the other. Certainly Guadalajara will offer much more in the way of post-course teaching opportunities.
