TESL + Library Science

I recently graduated with a Master's degree in Library Science. The job market isn't so good right now, and I'd really like to go abroad. I'd love to get some teaching experience as well, since an increasing number of library jobs involve instruction. So I'm thinking of trying to get a tesl certification. I do have some instruction experience, but mostly on a volunteer basis, and not in a formal classroom environment.

Questions:
-Will not having prior teaching experience or a teaching license hold me back? Also, how could I get teaching experience...are there programs that include a lot of teaching practicum along with the theory?
-Do any teaching jobs include an opportunity to volunteer in other areas of school (ie the library!)
-For programs such as EPIK, is it better to do the program and then get a TEFL cert, or get the certification beforehand? Considering that a master's degree is technically a qualification for this program.
