I don't know, you'd have to ask Cambridge.

But, now that the DELTA is modular, you can do one module and be awarded the module itself as a certificate, rather like doing single paper on an MA degree out of interest; it is part of the qualification, it is recognized for the level and difficulty that it is and the knowledge/skill level it shows, but it is not an actual complete certificate/diploma/qualification in itself.

If your employer wants you to have Dip/MA-level observed teaching practice, and this was not part of your MA, then I see why they're asking for you to do the DELTA module 2. You'll have to discuss with them whether, even if this does not give you 'a full DELTA', it will be enough to cover their requirements when combined with an MA.
