There are scores of those round the world as it is a general title.

CELTA is one type, an Trinity CertTESOL is one type that are well known.
Many individual universities and affiliated language schools also offer their own Certs and their 'value', etc can only really be seen by looking at the number of hours of training amount of supervises classroom practice and the course content.
Some do meet or exceed CELTA standard.
Some fall far, far below it and are done over a weekend or a few hours online.

'a Cert TESOL' has no 'meaning' or standard; now we know you are talking about a specific Cert TESOL offered by a specific school, if you tell us the school name/link we can look at it and suggest how it compared to known measuring points (such as CELTA, DELTA).

But from your last post, you seem to have done that; if Australian govt has it as a Cert4 then it is probably ok to work in Oz (though many language schools there look for 'a CELTA or a Cert 4' when recruiting).
