I am hoping to use my certification to teach in Central and South America, probably starting in Costa Rica. I am open to teaching a variety of ages so I would like to find a program that is both respected in Central/South America and, as an added benefit, would perhaps be applicable to children as well as adults. The certification is going to be a supplement to my BA in English and GE teacher prep credentials.
I live just outside Philadelphia and there do not seem to be any in-class programs in my area so I would prefer recommendations for online programs.

Unfortunately, when it comes to online TEFL certs, 'respected' isn't how they're perceived by the better international employers.
Since you can't find a CELTA or valid, onsite TEFL cert program in your area, another option is to complete the CELTA in your target country. For starters, do an internet search on 'celta costa rica' for CELTA training centers in Costa Rica. Also, check out the ESL Cafe's Costa Rica jobs discussion forum for more on qualifications and work/life in the country.
