Does anyone know of any program where someone with a master's degree in another subject can gain a master's in TEFL without having to go through another two years? I know some states have an add-on for people with a master's that want to teach high school, so I thought there might be similar programs for people that want to teach adult ESL.

In the US, you might consider getting a graduate cert in TEFL through one of your local universities. These cert programs can range from 4-7 courses at the graduate-level; therefore, they offer more bang than an intial teaching qualification like CELTA. Look for a program that includes a practical component.
