Yes, it is possible for someone who has a Masters in one subject to gain a Masters in TEFL without having to complete another two years.

Australian universities are quiet liberal in this regard.

Since you talked about "states", I presume you are in the US. Your best bet is to find a U.S. university you like and contact the school to see what it can do for you regarding giving you credit for the academic work you have already completed.

Again, if you are not satisfied with "state" responses, try an Australian university.
