I am new to this field and need some advice on the Oxford Seminars. Is this program credible, and, if so, would I be able to use it in any country? The training is local and affordable- and that right now is a major concern for me.

At best, it's a mediocre certificate if your interest is only in teaching jobs where an online or quickie TEFL cert or even no cert will get your foot (stuck) in the door. As such, it's not valid for every country nor every teaching situation. Generally, the better overseas employers want to see a 120-hour TEFL cert that was obtained via onsite training and that included supervised practice teaching with real students. A CELTA, SIT TESOL, Trinity certTESOL, and even some non-brand TEFL certs meet these standards. Anyway, do a search on 'Oxford Seminars' on this forum; lots of comments about it---most of it not great.
You didn't say where and what you wanted to teach, so you might also check out the Cafe's international jobs discussion forums to get a sense of what TEFL cert requirements are needed for the countries you're interested in. By the way, some of those countries are likely to have a CELTA training center, which would give you the option of doing your cert program in country.
