Not at all.
There are some schools that like the youthful look when showing off their foreign teacher staff; it makes the school look modern and cool.
There are some agencies that arrange these jobs which aim at new university graduates and frame the job as part of a Gap year fun trip, etc.

But many jobs actually look for competency and experience.
Adverts on tefl.com and eslcafe.com rarely specify ages.
Except where there's an upper limit for work visas because of medical costs concerns (usually around 60)
