To work in Oz, you need the right to work there; residency, a student visa with part-time work allowed, a WV, or a work visa tied to a specific job.

If you have one of those, to teach ESOL you need relevant qualifications ad a good enough level of English.

In English-speaking countries, including Oz and NZ, I have met many teachers from all sorts of first languages, teaching English very well. They are employed because they have the CELTA and/or a degree in English teaching. They have studied the language far more in depth than most native speakers who have 'picked it up' from parents.
They know the difficulties of learning the language,and often now more about it.
And their own teaching ability and English level is demonstrated by the qualifications they hold.

Many English speaking countries WILL employ, as they are very effective teachers, often better than native speakers....if you have the right to work there.

If your English is not good enough, then you probably won't get those mentioned teaching qualifications.
