Certificate vs. Masters? Beginner needs advice.

Just starting research into getting certified and I'm happy to have found this forum.

I have a BA in linguistics (plus a Masters and 20-year career in music) and have taught English in Mexico. I want to be useful in my community and am hoping for some part-time work -- perhaps a class a week or small-group tutoring -- here in Oakland, CA, where we have many eager-to-learn immigrants.

I am considering either a 7-course certification at Berkeley Extension, which counts towards a Masters, or a one-month CELTA intensive in NYC. Leaning towards the one-month but I understand CELTA does not count towards a Masters if I decide I want to pursue further... right?

I've heard it's helpful to have a Masters if I want to teach as part of any institutional system in the USA, but I'm uncertain whether I'd need to go that route or whether there are more flexible, independent positions available. What path would you recommend for someone like me, who just wants to be helpful locally and is not looking for a career in ESL?
