The problem is that rather than going based just on the brand 'CELTA', you should look up TESL Canada. They have a list of approved programs listed by province. Many of the programs for Ontario are in Toronto. Most of them are not CELTA courses.
It is very common for people to go to university or college in Ontario to learn to be a language teacher instead of going the CELTA route. And so there are a LOT of people running around Toronto with a one-year certificate in language teaching. It makes it a difficult market for the CELTA.
