"I have taken a 12-hour training course through my city's literacy council. Through this I've already gained over a 100 hours of experience - would this count as an "equivalent" to getting an ESL certification online or through say, Oxford..."
Probably yes.
"...or CELTA?..."
No, CELTA (or Trinity CertTESOL)involves 100+ hours of classroom input time with you as the trainee, and several hours of you observing other teachers and of you doing assessed teaching under observation and mentorship of trainers.Recommendations For job competitiveness, etc, start with a CELTA/CertTESOL.
