I am considering obtaining a TEFL certificate through Oxford Seminars, which is being held at a university near me in Ohio. Is this an internationally recognized certificate? Will I be able to go anywhere and use it successfully? I am leaning toward doing on-site work rather than an obtaining an online certificate, but I live in the midwest where programs like this are scarce.
I am also considering a CELTA but doing so while in Vietnam.
Can anyone give me real-world advice? I want to teach English abroad but want to spend my time and money wisely.

If you're serious about spending your time and money wisely, I suggest you skip Oxford Seminars and go straight for the CELTA. Oxford's mediocre cert is only 100 hours and doesn't entail supervised practice teaching with real students. Some employers accept their cert, while others do not. On the other hand, a CELTA will open way more doors for you---you won't be so limited as to where you could teach (as long as you also possess at least a bachelor's degree).
