There is NO independent, international body overseeing TEFL certificates so that means that no one can guarantee the validity and acceptance of their certificate. Period.
However, some certs are generally better known and more accepted around the world. Perhaps top of the pile is CELTA but then again you will find schools don't accept these either. And many schools will accept almost any certificate regardless.
So see what other people say about the course you're planning on taking and see if they say they learnt something useful from it. No course can be guaranteed to get you a job (and remember you'll most likely need a degree as well) so it's a matter of choosing something well known and "generally" accepted.
