As long as the community college course offers teaching practice with actual EFL/ESL students and covers the basics in linguistic theory with qualified ESL/EFL teaching staff, the certificate granted should be respected.
If you are planning to teach overseas, the name of the certificate does matter in some places and not in other places. Some job ads specifically stipulate a CTESL certificate, while others stipulate a CTESL or other ESL/EFL certificate.
You do not mention the name of the community college where the certificate is granted.
If it is a college that has been operating in the community for many years and turns out reputable graduates in other academic Programs, rest assured the TEFL certificate conferred will be recognized.
