It falls below what would be expected of a university program in TESOL (universities usually offer post-grad certificates {this means half a year of full time studies in most countries taking various courses taught by various professors} and masters degrees in TESOL {usually a full time year or year and a half, depending on how many courses / units / modules you take a term}).

This is if you mean this one, which I found by googling the University of Georgia, and then using their search function for their TESOL. This program is more like the kind of for-profit teacher-training programs that you find being taught in the YMCA by companies. It's pretty telling that you can be accepted into the program with just a high school diploma, although it's part of the continuing education section of the website.

Program snapshot:

THE CURRICULUM This is a comprehensive, 150-hour training program for individuals who want to teach English in a non-public school setting.

THE CERTIFICATE The Global TESOL Certificate is awarded for completion of four modules, which can be taken in any order. 15 CEUs or 15 PLUs.

CLASSROOM LOCATIONS
Saturdays at UGA Gwinnett campus
Sundays at Georgia Perimeter College, Dunwoody campus

THE MODULES
Modules are offered in Fall or Spring semesters (in some cases, both).

Orientation to the Profession of TESOL
Issues of Culture and Language
Applied Linguistics and Language Acquisition
Materials and Methods for Teaching English Language Learners
The modules can be taken in any sequence. Each module includes outside research, projects, observation and portfolio development.
