As a trainer who has worked in both cities, the main difference in environment is in the size of the cities.
HCMC is more frenetic. The traffic is impressively crazy ensuring you are wide awake if you walk to the centre in the morning. Taxis are everywhere so reasonably easy to get around. I found Vietnamese learners to be very enthusiastic and motivated so great to teach.
Chiang Mai is smaller and easier to navigate and in my experience the people are generally more easy going than the Vietnamese. Chiang Mai offers a residential course with IH (so no commuting), or a non-residential option with ECC (though accommodation is close). Thai students are generally enthusiastic though not as ballsy as the Vietnamese. Saw some great heated debates (in English) with the Vietnamese that are not so common with the Thais due to cultural issues. But Thais are also fun-loving and great to teach as CELTA TP students.
The courses would be pretty much the same in content in either city though some courses are 9-5, whereas others start later and finish later (11.30am-8pm). Worth establishing this according to your preference.
Both places have access to great places to wind down and relax after the course.
