You can print things off yourself, many schools do; but that just says, 'X studied English for Y length of time at Z level' (or 'the last level studies was Z'), it does not necessarily show they achieved anything at, or are competent at that level...
I think you are lookign for somethign liek thr cambridge KET/PET/FCE/CAE/CPE suite of exams, or IELTS, or similar.
