You are in effect asking whether a credible EFL/ESL institution would grant your Englilsh language students an "official" certificate from the institution based on your grading criteria.
I doubt it very much whether such a credible institution would give you that permission unless of course you follow its grading system and its process for granting grades for English proficiency.
In that case, you would simply be teaching for that institution; I do not think that is what you want to do, or perhaps you may want to do that?
I think your best bet is to petition/ask a credible institution if you can teach its EFL/ESL English proficiency course and let the students know they are receiving certification from that institution.
As you build an English language reputation in your community and after you obtain your TESL certification, branch out on your own. This way you at least have built a credible teaching reputation in your community and students may be more willing to accept your printed certificate.
