Standard contract period for the Czech Republic is September - June, so the main hiring period is late August/early September. There is usually a small hiring bump around January, to make up for teachers who didn't return after the winter holidays and to accomodate business clients who started new contracts in the calendar year.
Hitting the job market in the Czech Rep and surrounding areas in February will be tough - you are probably looking at piecing together a few bits here and there until September. Also, keep in mind that there is little work around July/August for anyone.
Bottom line: you'll need a pretty good financial cushion to make it work in the CR in the time period you're considering.
If you are not from the EU, there are also legal/visa considerations - you have just 90 days from entering the Schengen zone (google if you're not familiar) to get legal paperwork underway to avoid overstaying your tourist visa. This can be challenging.
I suggest you move over to Dave's Job Discussion board, where there are country-specific forums, for more information on the Czech Rep and the other countries you mention.
