Just as an example, in Japan in order to teach there the visa requirements are:
"A bachelors University degree is required in order to receive a work visa. It doesn’t matter what degree you have, as long as it is a four year program."
So, in answer to your question, yes, some countries emphatically state a four year degree.
The advertisement you read for Mexico is probably not a "one off" ad.
