You didn't state whether the target learners are children or adults. But generally, a teaching license (from your home country) is required to teach k-12 learners, while a TEFL cert, such as the CELTA, is for teaching adults. Anyway, why not email the recruiter or employer to find out what they mean by 'teaching certification'? I also suggest checking out the Turkey jobs discussion forum on this site.
