Last year I taught at a college in Zhengzhou in China which prepared students for entrance to several northern UK universities. An American colleague was sacked just after his visa was granted because although he had a valid Masters degree, he claimed a PhD from St Clements.
St Clements is legal but the only "faculty" I know of claim degrees from diploma mills with names similar to recognised universities or from real universities that once were accredited but never offered the degrees that St Clements' staff claim. St Clements would have more credibility if they submitted all records of course material, student work, contact details and qualifications of assignment and examination markers, and fee receipts so the Niue authorities can monitor quality.
If Tom has an accredited Bachelor degree he will have no problem getting a job teaching in Thailand. A CELTA will get him a better job elsewhere. When employers who don’t care too much about quality discover their employee has an unrecognised degree they sometimes blackmail the offender (who may be unaware of their degree’s “bogus” status) into working for free under threat of exposure to the authorities.
