St Clements is registered in Nuie and Somalia. Niue has a population of about 1400 with one primary school and one secondary school. The long established and fully accredited University of the South Pacific has a branch there with 59 students a semester. Niue is a tax haven but has been criticised for allowing controversial enterprises to register there, for example library.nu, which has recently been closed down for distributing thousands of book titles as free downloads. As for Somalia, there are many residential universities but no effective monitoring system has existed there for many years.
Speaking from personal experience, it is easy to register a university as a business name in many countries and in several states in the United States. It is also true that the American accreditation is an immensely costly affair and in Commonwealth countries such as Niue only possible from the Association of Commonwealth Universities. In brief, unless you are part of a wealthy religious or commercial organisation, it is almost impossible to create a private quality (distance or residential) university with quality staff that offers courses for reasonable fees. Between 1976 and 2008 I registered and ran three distance universities in the United States. I listed the names, qualifications and publications of my staff but I eventually realised that it was much better to offer courses only for students studying for accredited undergraduate and graduate credit examinations such as CLEP, GRE and the British ABE exams. I could of course have followed St Clements’s example by going “off-shore” (and you can see from my email address how easy it is to set up shop in Somalia and open a distance university – at least I have been there and speak basic Somali and Yibir) but if you want to offer a good service, you should not offer unaccredited degrees.
Because St Clements University is a registered company it is a legal entity but it is not accredited by any internationally recognised organisation. Moreover, I have never seen the name of any member of its staff, their qualifications or publications on its websites or in the ten years of relevant internet discussions. If you want an inexpensive internationally recognised distance degree it is inadvisable to take a St Clements qualification. Try Indira Gandhi National Open University, the University of South Africa, Charter Oak, Thomas Edison, State University of New York or a British degree via the Association of Business Executives. If you want a TEFL qualification, a Cambridge University CELTA is much better than anything from St Clements University.
