Given there is NO INTERNATIONAL STANDARD FOR EFL OR ESL the conflict about accreditation is a moot point. However as you look you will find St. Clement's is credible because;

1) They HAVE NOT lied and said they are regionally accredited where they are not. -- It doesn't make false claims and if you are that bothered why don't you email/call the Niue government. You will find it is THE ONLY university in existence in the whole protectorate! Hard to imagine they sneaked it under the government's noses

-- Most Linguaphone, Berlitz, Rosetta stone etc.. other courses aren't accredited by the government but does it mean they are fake? or of less value? No.

2) The London Teacher Training College does have EDI accreditation from the British Government and this can be verified via the official EDI website. They wouldn't be involved in illegal activity and be able to keep their accreditation.

3) ULTIMATELY it is up to an employer weather or not they accept, reject or test your education. These days in light of the 5000 diploma mills that do function within US soil and/or the recent UK immigration scandal involving Trusted Colleges such as the University of Wales. Employers are very likely to test you on job during a 3 - 6 month trial period regardless

Given there are no lies or presences St. Clement's cannot be said to be a fake or illegitimate institution. Use YOUR HEAD, read the fine print at all times.
