Ah, the perennial CELTA debate.
As others have said, the course is what it claims to be, and nothing more.
If you are an informed career second language teacher you understand the difference between teacher training and teacher education. If you want to learn how to behave like a teacher based on a trainer's notion of how that should look, get training. If you want to learn how to think for yourself and develop a personal, well-informed, principled theory on teaching and learning that allows you to be flexible and responsive enough to teach effectively in a variety of contexts, get an education. CELTA is a training course, so is not very receptive to thinking 'outside the box' of a prescriptive method or any kind of reflective practice - the time constraints of the course also don't allow for that. Those who claim CELTA is anything more are misinformed.
