That's actually easy to answer (I've worked with quite a few such individuals myself). It's because the accepted approaches and methods for teaching language, particularly to adults, bear little resemblance to the approaches and methods used for content topics. Your typical physics or maths lecturer, for example, tends to have a very difficult time facilitating STUDENT talk as a majority of any given lesson.
