You're focusing way too much on your GPA; your undergrad grades are just a portion of what grad admissions committees look at when assessing your ability to do grad-level studies. If your recommendation letters, admission essay, resume/CV, and GRE score are strong, then you shouldn't have any problems getting into an MA program with a 2.8 GPA. You may even use your admission essay to briefly explain why your GPA isn't stellar. Also, be aware that many universities will grant admission for those with a GPA below 2.75 (2.5 for some unis) on a conditional basis in which the student would have to complete X number of credit hours with at least a GPA of 3.0 (3.25 for some unis) in each course to show they can do the work before being allowed to apply to advance to candidacy. You just need to pick universities with the MA program you're interested in and carefully review their graduate admissions and specific program requirements. If you're still unsure, then contact the grad admissions department directly with your questions/concerns.
