Help!

Hello I am trying to figure out what is the best thing to do! I have my Bachelor's degree in Fine Arts not teaching, but I would still love to teach overseas. Do I need to get certified with a TEFL or CELTA? Some people are telling me no and others say yes! If so what is the best site to get certified with? It is pretty scary shelling out over 1,000 dollars to a site you are not sure is legit! Also what about the sites where you get certified on location?? How do those rank as well?? Please help me get better direction for my big decision! Thanks a million!!
