From what I know, ACTDEC is a self-accredited organisation and does not form part of the British national educational standards known as QCF. From memory, it was set up by the owner of a school that wanted to sell online courses and he started ACTDEC at the same time to "accredit" the course. It may have moved on from being a home-grown accreditation, but I don't know. The only way to find out is if they have courses that are classified within the British QCF national curriculum standard.
I don't know about TESL Canada, but unless they are a government regulated examination board that is entitled to award public domain certificates within the Canadian national educational framework, they're just another home-grown accreditation outfit.
There are a zillion of these organisations out there that pretend to accredit or be accredited. It really pays to check out who is accrediting a course because of the 95% of courses that claim to be accredited, very few are really accredited by an official university or examination board. You'll pay the same fee though!!! Caveat emptor - Buyer beware.
