I'm sorry - but the CELTA is not like painting by numbers, and the reason why it's held in high regard is that it's not easy and doesn't just pass everyone. A PGSE is clearly different.
***-->First, are you referring to a PGCE (Post Graduate Certificate in Education)? Second, the reason why the CELTA is held in high regard is because of its marketing machine. That's it. People have heard of it.

The bar for the CELTA is set very high, and clearly higher than the PGSE. ...Though only four-weeks long, the CELTA is a pass/fail course.
***-->Yeah, because that's all that the French teacher in high school had for training- four weeks and pass or fail. Oh wait! No,they needed to go to university for a year to learn how to teach the language after they were already fluent in it. Each course/ module/ unit would have been taught by people with doctorates in education in the specific discipline that they were teaching. Is the CELTA like that?
People usually spend a year at a university getting their initial teacher training certification during which they spend months doing a practicum, followed by teaching for at least a few years, and THEN getting a masters degree in education. That's how it works if you teach other languages. That's how it works for English language teachers in non-English speaking countries.

No one fails because they can't comprehend ICQs. They fail because they can't teach to an acceptable level.
***-->They fail because they do not do everything exactly as expected- which is what painting by the numbers means.

Maybe whinging isn't the answer. Education is a serious matter and students deserve good quality teaching.
***-->That's right, and nothing marks professionalism in education like studying for ***four weeks*** for a pass or fail grade.
