Because both CELTA and SIT are run by larger institutions, all trainers must be licensed by each respective institution.
Generally speaking, if you would like to become a CELTA trainer, you should find a center that offers the CELTA and approach that center about getting trained up. If they agree, they will submit an application for you, train you, and then usually expect you to work at their center for some period of time.

Although it is quite a commitment of time, energy (and money), the process of becoming a trainer can be very rewarding. I loved my experience. It helped (and helps) me develop as a teacher and has also given me the opportunity to train all over the world.
