I agree that Phoenix is probably not a good choice. I taught at a university with a Phoenix PhD holder and she had never had any interaction with students or peers. Her previous profession was in real estate and she had enormous difficulty trying to adjust. However if you already have teaching experience a part-time distance education PhD will be fine especially if you are already in a teaching job. I think Birmingham University does a distance PhD but South Africa and India are good choices partly because their fees are not horrendous.
